We post about the installation of a Korean liaison office commissioned by a state-owned enterprise in Hong Kong.
A Hong Kong state-owned enterprise, whose main business is investment and trade, wanted to establish a liaison office in Gwangmyeong, South Korea to conduct market research. The branch manager in South Korea will appoint employees who will be based in the Hong Kong headquarters and will not apply for a D7 visa as they will be traveling back and forth on commercial multiple visas.
In China, it is very complicated and difficult for state-owned enterprises to obtain authorization to open an overseas account, so they did not want to open a bank account in South Korea.
To set up a liaison office, we received the following documents from the foreign headquarters
To facilitate the process, we self-drafted board resolutions, appointment letters, and powers of attorney that we were unsure of the form or needed to include the required information. We then went through the apostille process in our home country and received the original documents.

- Shareholder List
- Letter of Appointment
- A copy of the headquarters representative’s passport
- A copy of the passport of the representative of South Korea
- Power of Attorney
Once your paperwork is complete, the next step is simple.
You have visited a foreign exchange bank and completed the notification of establishing a liaison office and the notification of a designated foreign exchange bank. You do not plan to open an account, but the notification of a designated foreign exchange bank is mandatory.
I then visited the tax office to apply for a unique number and received it two days later.
The process of setting up a liaison office isn’t complicated, but you’ll need to prepare your apostille documents accurately, and visiting a bank you don’t normally do business with can cause delays if they’re reluctant to report you or if the representative doesn’t know what they’re doing.
